[GFCA] Policy Novice Packet — Wave 1

Hi All,

As promised, attached are the highlighted versions of the Open Borders Aff
and Neg. There are 2AC case blocks for the aff and 2NC/1NR case extensions
for the neg. If you'd rather have your kids write their own blocks, you can
just delete the analytical arguments under the extension headings.

The Brain Drain DA is still included in the file, but I've removed the
Overpopulation DA, and it will come out as a separate file — it links to
both the Open Borders Aff and also the new High Skilled Immigrants Aff, so
I wanted to make that as clear as possible.

To be sent out shortly:
- Highlighted versions of the Overpopulation DA (Friday)
- Highlighted/blocked versions of the High Skilled Immigrants Aff/Neg
(early next week)

Wave 3 of the NDCA packet will follow.
