[GFCA] Policy Novice Packet — Wave 1

Hi All,

Attached is wave 1 of the GFCA Novice Packet — the Open Borders Aff and
Neg. It is a modified version of the NDCA packet with many thanks to Scott
Phillips for writing it and the NDCA for underwriting it. :)

The GFCA version has the following changes from the original files:

   - full citations including article titles and some additional
   qualifications info,
   - a separate Economy DA for the neg to read if the aff doesn't read the
   Economy Advantage (this is the Economy Advantage turns read as a separate
   off-case),
   - additional aff answers to the Overpopulation DA (and one additional
   neg card to answer those aff answers),
   - both counterplans removed — to be released in October on our usual CP
   schedule,
   - Housing Add On removed — there weren't answers in the neg file and it
   didn't seem necessary at the start of the year,
   - plan text put in bullet points to make it easier to parse the
   different parts.

However — it's not highlighted yet, and I'd love to write some additional
blocks as well. So, if you want to get going this weekend, it's all yours.
But if you are willing to hold off a little longer, I'll send out an
improved version next week. (Same cards.)

I'm also amenable to producing out an addendum for balancing purposes, so
if you start the season and feel like one side has a killer argument that
needs answers, let me know. I held off on doing more of that until we see
the other NDCA packet files — these arguments are all interrelated, so
subsequent files might fill any holes you find.
