[GFCA] GFCA Policy Novice Packet Addition — Base DA Links

Hi All,

Got a submission of some good HSI Link Takeouts as well, so I've added them
to the Dropbox folder (and attached them here). That link vs. link takeout
debate is now pretty balanced, so hopefully we'll get some good debates on
both sides!
