[GFCA] GFCA Policy Novice Packet Addition — Base DA Links

Hi All,

I realized I didn't include High Skilled Immigration links in the original
version of the Base DA (there are links for the other affs). Sorry about
that!

Attached are links that y'all can add to the Novice Packet Base DA file. I
also put them in the GFCA Novice Packet folder on Dropbox
<https://www.dropbox.com/home/Curriculum/Novice%20Files>.

Now that your students have debated for a couple of months, please let me
know if there are other unbalanced arguments. Happy to do some additional
balancing!
