[GFCA] Speech Tab Method Bylaw Vote

Hi, everyone,

The proposed bylaw for the speech tab method fails to pass as it requires a
2/3 majority to amend the constitution and by laws..  The vote was tied at
10-10.

The Executive Committee will discuss with the Speech Tab Committee (David
Gay & Mario Herrera) the next step.  We will either leave the by-laws as is
(cumulative through all prelims and elims) or come up with a hybrid
proposal of what has been discussed.

   - Henry W. Grady High School
   - Lovett School
   - Marist School

   - RW Johnson High School
   - Sequoyah High School
   - Thomas County Central High School
   - Valdosta High School
   - Warner Robins High School
   - Westminster Schools
   - Woodward Academy
