[GFCA] Speech Tab Method Bylaw Vote

Hi, everyone,

I wanted to update you on the Speech Tab Method discussion.

The Speech Tab Committee strongly recommended the GFCA run the Varsity
State Tournament with the bylaws currently in place and discuss any
changes/proposal at the Spring meeting.   The date and location for Spring
Meeting will be sent out soon.

The tabulation method can be found here in bylaw 4.37(b)
