[GFCA] Proposals added to Spring Meeting agenda

Dear Coaches,

Mario Herrera has submitted 3 additional proposals today, which have been
added to the agenda and can be found in the attached document. They concern
these 3 areas:

   - Addition of an Informative Speaking by-law 3.26
   - Addition of language on entries by division to Sweepstakes by-law 4.39
   - Email voting option added to language of by-law 5.64

Please review these as well as the proposals sent yesterday prior to the
Spring meeting on 4/22.
