
<html><head><meta http-equiv="content-type" content="text/html; charset=utf-8"></head><body dir="auto"><div>Begin forwarded message:</div><div><br></div><blockquote type="cite"><div><b>From:</b> Bill Batterman <<a href="mailto:billbatterman@gmail.com">billbatterman@gmail.com</a>><br><b>Date:</b> August 15, 2015 at 11:42:21 AM EDT<br><b>To:</b> <a href="mailto:kendall.brandon@mail.fcboe.org">kendall.brandon@mail.fcboe.org</a>, Richard Bracknell <<a href="mailto:rbrackne@yahoo.com">rbrackne@yahoo.com</a>><br><b>Cc:</b> Jeffrey Miller <<a href="mailto:jmill126@gmail.com">jmill126@gmail.com</a>>, "Berthiaume, Maggie" <<a href="mailto:maggiekb@gmail.com">maggiekb@gmail.com</a>><br><b>Subject:</b> <b>2015-2016 GFCA Novice Packet</b><br><br></div></blockquote><div><span></span></div><blockquote type="cite"><div><div dir="ltr">Attached are the paperless files for the 2015-2016 GFCA Novice Packet. Printable paper files will be forthcoming in the next few days; their content will be identical, but they will be formatted for uniform printability.<div><br></div><div>The packet includes two affirmatives, three disadvantages, and topicality. Specifically, it includes the following arguments:</div><div><br></div><div>1. <b>Surveillance State Repeal Act Affirmative/Negative</b> — this case requires a warrant for searches and seizures of Americans' electronic communications, curtailing NSA programs like Upstream, PRISM, and X-KEYSCORE. It includes Constitutional Privacy, Tech Leadership, and Investigative Journalism advantages. </div><div><br></div><div>2. <b>Secure Data Act Affirmative/Negative</b> — this case prohibits intelligence agencies from working with companies to insert backdoors into encrypted products and services for the purpose of facilitating domestic surveillance. It includes Constitutional Privacy, Tech Leadership, and Cybersecurity advantages.</div><div><br></div><div>3. <b>Terrorism DA</b> — this DA argues that curtailing domestic surveillance increases the risk of catastrophic terror attacks. It links to both the SSRA and SDA cases. The affirmative materials include a "data overload" link turn.</div><div><br></div><div>4. <b>Presidential War Powers DA</b> — this DA argues that curtailing domestic surveillance imperils the executive's war powers, risking WMD proliferation. It links to both the SSRA and SDA cases. The affirmative materials include two impact turns to unchecked presidential power. </div><div><br></div><div>5. <b>EU Tech Sector DA</b> — this DA argues that the silver lining from the fallout from NSA spying revelations has been a stronger EU cloud computing industry. Curtailing domestic surveillance reverses these gains, undermining European economic growth and risking Eurozone collapse. It links to both the SSRA and SDA cases. The affirmative materials include a "Eurozone Collapse Good" impact turn. </div><div><br></div><div>6. <b>Topicality</b> — there is one negative topicality argument (and affirmative responses) for each case. For SSRA, the argument is that the plan does not curtail "domestic" surveillance because the targets of NSA programs are not U.S. persons. For SDA, the argument is that the plan does not "curtail" surveillance because NSA is not compelling encryption backdoors in the status quo. </div><div><br></div><div>Philosophically, the decision to produce two affirmatives with two shared advantages and one unique advantage was made to balance the depth and breadth of the packet. The smaller scope of the packet (in terms of number of affirmatives) was an intentional choice because it enabled the packet to be much deeper and more thorough without becoming unmanageable. One important goal was to provide as many opportunities for balanced mini-debates over important topic issues as possible. Another was to model high-quality evidence practices that expose students to the most important topic experts. A final goal was to encourage debaters to focus on the core controversies stemming from the Snowden revelations. In my opinion, the packet has successfully achieved these goals. I hope it serves Georgia debate well. </div><div><br></div><div>Bill Batterman</div><div>Woodward Academy</div><div><br></div></div>
