think this needs to be re-written to exclude <i>electronic </i>communication <i>between
debate partners</i>, and perhaps between the two teams in the debate.  As written,
it seems to exclude jumping speeches between computers as it is a “means of
receiving information from sources inside the room.”  <o:p></o:p></p>
