[GFCA] Novice Policy — Add 50 States Fiat?

Maggie-

You mentioned that the preparation by some might be adversely affected by
adding it to the packet. I'm not sure what you mean. In what way could it
adversely affect those already in preparation? I just want to make sure I
understand since I do not personally work with the packet.
