[GFCA] Novice Policy — Add 50 States Fiat?

I am in favor of adding this to the packet.

I initially did not do so because I thought it would make the debates simpler to explain, but I've been convinced that it overly tips debates in favor of the negative and doesn't adequately prepare students to debate the States CP once they move out of a packet division.

I am happy to add this to the packet, but I also don't want to ruin preparation for others. If you have strong feelings one way or the other about whether this should be added for tournaments this weekend, please let me know anytime today. Here is Wave 2 of the novice packet. These arguments are eligible to be read starting October 13th in the novice divisions in Georgia.

Included in this wave are:

  *   Topicality "Education Means Curriculum" (against both affs)
  *   States CP (against both affs)
  *   Hate Speech CP (against Hazelwood)
  *   Federalism Aff Answers Supplement (for Hazelwood affirmatives)

There are, of course, answers included in each file.

Reminder: novices are only allowed to make theory arguments included in the file. For topicality, that includes an "effects" argument. For the counterplans, it includes conditionality.

I made only minor edits — thank you to the National Debate Coaches Association for producing these files!
