[GFCA] Novice Policy — Add 50 States Fiat?

I'm fine with that — so far the responses have been heavily in favor of
adding it for this weekend, though, so that debates are more balanced. (I
think it's briefly harder to be aff in novice when we add counterplans —
just a lot for the aff to cover.)

If anyone feels strongly that it should not be added for this weekend, I
think that's a good backup.
