[GFCA] Novice Policy — Add 50 States Fiat?

Oh, sorry — if you'd already prepared your kids for the counterplan and
didn't teach them 50 States Fiat because it wasn't in the packet, you might
be in favor of adding this in general, but opposed to adding it yet this
week.

I was particularly worried because I know some teams are out on break for
some/all of this week, so I didn't want to add something that would be
difficult for them.
