[GFCA] Debate At Large Applicants as of 2/14

Hi, Jeff-

Question. I have a Varsity State qualifier in PF whose partner can't go. I
have a JV PF team that won this past weekend, but now one of them can't go.
Can I pair a student who qualified through the normal tournament process
with someone who qualified through First/Second Year State? If so, what
would be the proper procedure?
