[GFCA] Novice Packet - Hei Ren Aff and Neg Vote

Hi, everyone,

As addressed in the fall meeting, any time a new NDCA Novice Packet file
was published, we would have a vote of the membership regarding its
inclusion in the GFCA packet.   We asked active veteran policy debate
coaches to provide their feedback on the file in question (see attached).
The summarized conversation is below.

*Arguments for it's inclusion in our packet (starting in January 2017)*
 - Prepares students for arguments they may see in JV and Varsity
divisions, as well as out of state competition.
- There may be a negative supplement file produced by the NDCA
- The topicality violation may be able to work and students could create an
analytic framework argument against the position.
- The Cap K may be able to link to the affirmative (with an additional
supplement)
- So the file isn't perfect, neither is the real world.

*Arguments against it's inclusion in our packet*
- Hard to teach young students about personal identity arguments, would
prefer positions about race issues rather than personal identities.
- Insufficient negative arguments in the file - would need a rework if we
were to properly have debates
- The current topicality violations are not set up for the debate that the
affirmative would need to engage in.
- Worried about the emotional maturity for the 9th graders who will debate
this.
- Moving to JV solves the problems.

Please feel free to email the list serv if you need further explanation on
all of these reasons that coaches gave.

2016-2017 school year vote.   Voting will close next Tuesday, September 20.
