[GFCA] 1st/2nd Year State SAT Conflict Resolution

Hello, everyone!

By now, many of you are probably aware that the older version of the SAT
has been rescheduled for the same date as 1st/2nd Year State--it's the
final time they'll be using the old SAT.

Therefore, after discussion with the GFCA Executive Board, we will
implement what most tournaments do that are scheduled on top of testing: A
team gets a win and a loss. If they are not there by round 3 to start
debating, they forfeit.
