Perhaps the Optimists?  They are very supportive of speech and debate here locally, and they run an oratory contest every year.

Also, perhaps the American Legion.  They sponsor an Extemp and Oration contest each year as well.

Sons of the Am. Revolution host an Oratory and Extemp contest each year, so they might be a good organization, if the first two aren't workable.
