*The BARKLEY FORUM for HIGH SCHOOLS Novice/JV Debates*

*Dear Coach,*



We invite you to Emory to attend the third Barkley Forum for High Schools
Novice/JV Debate Tournament. All divisions will be held on the Emory
University Campus*.*



*Divisions: Novice and Junior Varsity Policy & Novice and Junior Varsity
Public Forum Debate*

A novice policy debater is defined as one who is debating his/her
*first* national
high school resolution at high school tournaments. A J.V. policy debater is
debating his/her *second* national high school resolution. Public Forum
novice debaters and policy novice debaters are defined by the guidelines of
the Georgia Forensic Coaches’ Association.  Middle school experience does
not impact high school eligibility for purposes of this tournament.



*Rules:*

Both policy divisions will use the 8-3-5 format with 10 minutes of
preparation time.  Both Public Forum divisions will use the standard times
governing Public Forum.  The first round will begin promptly at 9:00 a.m.
Late arrivals will forfeit the first round but will be allowed to register
late and begin debating round two. We need your assistance in keeping the
tournament on time. Once pairings are given out, you will have fifteen
minutes to begin the round or forfeit that round.  *Schools will be charged
for no-show judges at a rate of $20 per debate.*



*Entry fees and judging:*

$40 per policy team

$30 per Public Forum team

                $90 per hired judge for two teams, $45 for half a judge



*Judges:*

We will only have a few judges for hire. You *must* *e-mail us about hired
judge needs by August 28th*.  E-mail us at
BARKLEYFORUM at LISTSERV.CC.EMORY.EDU. You will not be able to hire judges at
registration.  If you show up with teams and no judges, they probably will
not be able to compete.  You may use varsity level debaters as judges
(12th grade
preferred; 11th grade if they are mature and experienced; *no 10th graders
allowed*) but they need to be aware that all criticism must be constructive.

Education*. The Glenn Pelham Foundation for Debate Education is a
non-profit foundation serving the purpose of debate education for youth.

Drive.  *Then, proceed to follow Dowman Drive to *Eagle Row.  *Proceed up
Eagle Row to the*Peavine Parking Decks* on your left.

   - White Hall is building #1380 in quadrant G9 on the map.
   - The street address of White Hall is:  301 Dowman Drive, Atlanta GA
   30322.
   - The Peavine Deck is #3270/3271 in quadrant F8 on the map.  The gates
   will be open and parking will be free in the Peavine Deck.  (Do not park on
   the surface lot of Peavine.  There is a possibility you will not be able to
   exit without paying if you enter those gates.)
