[GFCA] Judge Information at the State Tournament

It is very important that you fill out all of the required areas on the
judge page in the JOT software.  This includes their email address, contact
phone number throughout the tournament , their judge philosophy page (if
they have one, we ask that all policy judges fill one out), and then their
years judging and # of rounds this year.

The contact information will be used to find the judge in  case they are
have not picked up a ballot. The rounds and years judging information are
there to help schools fill out preferences.  The tab room will also
prioritize experienced judges rather than new judges since it is the State
Tournament
