[GFCA] Novice classification request

I believe the GFCA bylaws give some clarity regarding what constitutes a
"novice." The rules are fairly clear on this point. While I am empathetic
about the situation, I don't feel there is much wiggle room. Here are the
specific the bylaws, 2.81d(6) and 2.81e, page 6:
(6) A student who has competed in a different forensic activity but is in
their first resolution of policy debate is considered a novice.
(e) A student is no longer eligible for competition in the
first-year/novice division once they have reached competition in their
second year resolution.
I think Adam had some interesting ideas in regards to continuing the
activity for the student in questions. While I cannot and do not speak for
the entire board, this is my reading of the situation.
