[GFCA] New Novice Politics Disad

The GFCA has decided to release a new Politics Disad that may be used by novices during second semester.  This disad was prepared by Alpharetta students.  It is a debt ceiling scenario.

This can be used at all future tournaments (starting with the Jackson tournament on January 22nd).  Additionally, students may still run the Climate Bill disad and/or use some of the cards in the Climate Bill with the debt ceiling scenario.
