[GFCA] GFCA - First Year Policy State Championship Survey

Let me clarify for the GFCA community...
There will only be *one* Novice division at the GFCA State Tournament. The
vote is to decide whether or not this division will have argument
restrictions.
The difference in Open Novice and JV is the experience prerequisite. There
usually is a significant difference in a 2nd year debater running a CP/K
than a 1st year debater running one.
