[GFCA] GFCA - First Year Policy State Championship Survey

In the Fall Meeting, coaches discussed the possibility of an open packet
novice division.  We tabled the discussion and said would revisit the
situation via a survey later in the first semester.

You are voting on the status of the Novice Packet's usage at the First &
Second Year State Championship in February.  A vote of *yes,* means
students are allowed to read new affirmatives, counterplans, disads,
kritiks, and/or case arguments.  A vote of *no*, means students are limited
to the novice packet.

Voting will close on December 20, 2011 at 12:00pm.  We will announce the
results soon after, and they will be enforced at the 2012 GFCA First &
Second Year State Championships.

Additionally, we are in the process of finalizing locations and will have
that announcement very soon.  Sorry for any inconvenience.
