Matt,
As I understood it from the votes in August, the bid is assigned to a student, not to a team of two for events that have pairs of students. That being said, both students must have a "bid" to state to be entered as a pair at the state tournament.

Hello all,
I feel certain that I read this somewhere, but now I can’t find it, so I’ll ask those of you in the know. Did we adopt in the State Tournament rules, Constitution, or by-laws a provision stating that entries to the GFCA State Tournament in Public Forum must have debated together previously, even if they make up a school’s at-large entry? I don’t have any problem with this rule—I just wanted to make sure that I have it right as I enter students into tournaments.
