[GFCA] Updated by-laws

Hey all,

Here are the updated by-laws that include all of the notes from the meeting in August.  The highlighted parts in by-laws 5.00 are where we are still looking for input from anyone that has any.

Thanks for everyone's hard work and dedication who worked in our committee - it took a lot of time and efforts, but we got a great document together.  As we begin the discussions please keep in mind that the committee has considered a number of situations that affect different schools while making the document firm at the same time.
