[GFCA] The By-Laws

I'd like to reiterate Ashley's points... if one of the teams have a laptop,
and the other does not, (it seems to me) we're punishing one team for not
having as many resources as the other team.
We also have to think about how this would affect LD and PF debate. This
by-law refers to all debate events.
